Illicit financing training is essential for understanding and combating the methods used by criminals to fund illegal activities. This seminar will cover illicit finance with a particular emphasis on transnational organized crime, including topics such as illicit financial networks, indirect methods to identify financial crimes, cryptocurrency, and case studies.
Participating agencies will include federal, state, and local partners, equipping personnel with the knowledge to identify, report, and prevent financial transactions that support
terrorism, money laundering, and other unlawful enterprises.

To further support the development of analytic capacity across the country, the U.S. Department of Homeland Security (DHS) Office of Intelligence and Analysis (I&A) State, Local, Tribal, and Territorial Engagement is pleased to announce the 2025 Specialized Analytic Seminar Series to provide dynamic and focused peer-to-peer analytic collaboration.

The Specialized Analytic Seminar Series brings together a diverse range of federal, state, and local subject-matter experts (SMEs) and partner agencies/organizations to advance analytic capabilities. The series addresses specialized-threat topic areas and the associated patterns, trends, skills, and resources necessary to effectively monitor and evaluate potential threats in the analyst’s area of responsibility. Participation in this program is targeted to intelligence and analytic professionals from state and major urban area fusion centers, as well as High Intensity Drug Trafficking Areas (HIDTA) Investigative Support Centers (ISC), Regional Information Sharing Systems® (RISS) Centers, and major city/county intelligence units.

Format
These two-day seminars will be presented in person in the following format: (1) a detailed overview of the topic
area from multiple SME perspectives, including associated patterns, trends, and potential impacts; (2) a dynamic
presentation of case studies, tools, and/or resources; and (3) a discussion of available training, techniques, and
approaches to support implementation and/or enhancement of associated analytic capabilities.

Target Audience
Participation in this program is targeted to state and major urban area fusion centers analysts, High Intensity Drug
Trafficking Areas (HIDTA), Investigative Support Centers (ISCs), Regional Informational Sharing Systems (RISS) Centers,
and major city/county intelligence units.

Cost
There is no cost to attend these events. Prospective attendees may be able to utilize grant funds from the Homeland
Security Grant Program (HSGP) to cover travel costs associated with this training. Contact your State Administrative
Agency (SAA) training point of contact to ensure that your attendance is coordinated and approved prior to
registering for the course. The SAA may have specific requirements regarding training activities supported with HSGP
funds.
